DRAFT – Parish Council Meeting Minutes – Tuesday 19th August 2025

MINUTES OF THE MEETING HELD ON TUESDAY 19TH AUGUST 2025

Discussion with police representatives

Councillor Slack reported on the recent issue with a car driving slowly through the village numerous times a day. This was reported previously. This odd behaviour is continuing.

Anti-Social behaviour is also a problem on Abbes Walk. Cars Parked up, gas canisters dumped as well as numerous fly tipping.

The Woods area on Scorcher Hills Lane was also reported. A grey car is parked all day every day. Numerous bikes in and out of the woods.

These incidents were taken away by the police to investigate. Advised to report to 101. This line was taking too long to answer and then any activity has then gone by the time they answer.

Councillor Grimes enquired why there had been several police cars recently at the Cardinal Gardens Children’s home.

2. Minutes of the meeting held on 8th July 2025
RESOLVED that the minutes be signed.

3. Matters arising from the minutes.
• Trees and branches were reported on Abbes Walk causing power lines to go out. Some trees look dead near Squirrel wood. The land is unregistered. We have now received notice of a road closure to allow for tree trimming and felling due to be carried out on 3rd September.
• The Community Engagement Meeting held recently was discussed. Next meeting 29th September at Sprotbrough.
• Fly Tipping – serious issues with fly tipping have been reported. These are reported regularly on Scorcher Hills Lane & Abbes Walk and usually cleared away promptly.
• Flooding/Culverts – on going. Councillor Slack to report some further repairs Action: SS
• The footpath on Grange Lane, from Abbes Walk up to Old Village Street is very narrow due to overgrown hedges and debris on the path. This has been reported but await to be sorted.
• Christmas Lunch was advertised in the Church Magazine. Dates to be confirmed w/c 8th December. Anyone wanting to attend to contact Councillor Grimes.
Remembrance Day was also advertised in the church magazine for Sunday 9th November. Poppies for the village will be delivered nearer the time. A wreath was also organised by the British Legion.
These dates will be advertised on the new Facebook page & Website
• Christmas Tree quotes have been received.
RESOLVED 3mtr high from Crown Garden Centre
Councillor Squires said he may be able to help with funding towards the Christmas Tree.
Tree lights were still a problem, as the solar lights were inadequate, but no other alternative was available. A lighting of the tree event with hymns and mince pies would be discussed at a later date.

RESOLVED that the accounts be approved, cheques and bank statement signed.
YLCA pay rise at 3.5% received back dated to April 25
RESOLVED to accept

5. Planning
Cardinal Gardens work has stopped for the past 5/6 weeks on the building plot. Approval is for a 6-bedroom home. Any plans for change of use to another Care home will be objected to.

6. Correspondence
All Circulated.
YLCA Assertation 10 was discussed with regards to the new legislation on IT. An IT policy would be approved at the next meeting.

7. Website
Up to date.
A new .gov.uk Parish Council email address has been received and now circulated:
clerk@burghwallisparishcouncil.gov.uk to be used for all Parsh Council work. No personal emails must be used to conduct Parish council business with outside people or organisations.

8. Next Meeting
The next meeting to be held at The Burghwallis Public House commencing at 7pm.

There being no other business the meeting closed at 8.40pm.
